Terms of Use

These terms govern your use of the Cicero mobile app and this website (together, “Cicero”). Cicero is an independent project based in Ontario, Canada (“we”, “us”). By creating an account or using Cicero, you agree to these terms. If you don't agree, please don't use Cicero.

IWhat Cicero is

Cicero collects publicly available information from Canadian legislatures and city councils — bills, debates, votes, petitions and information about elected representatives — and presents it with plain-language summaries. Cicero is not affiliated with, endorsed by or speaking for any government, legislature, municipality or political party.

IISummaries and accuracy

Summaries, topic labels and “how this affects you” notes are generated with the help of artificial intelligence. They can be incomplete or wrong. They are provided for general information and are not legal, financial or professional advice. The official record published by each legislature is the authoritative source, and Cicero links to it wherever it can. Public data can also be delayed, incomplete or changed by its publisher after we collect it.

IIIYour account

• You must be at least 13 years old to create an account.
• You sign in with Apple or Google. You're responsible for activity on your account and for keeping access to that sign-in secure.
• Give accurate information where we ask for it — for example, your address or postal code is only useful for finding your representatives if it's correct.
• You can ask us to delete your account at any time. See the Privacy Policy for how, and what happens to your data.

IVCommunity petitions and other content you post

Cicero lets you start and sign community petitions. Community petitions are created by Cicero users; they are not official petitions to any legislature, and we don't submit them anywhere on your behalf. When you post content:

• You keep ownership of it, and you give us a non-exclusive, royalty-free licence to host, display and distribute it within Cicero so the feature works.
• You must not post content that is unlawful, defamatory, harassing, hateful, sexually explicit, or that threatens or incites violence.
• You must not impersonate anyone, misrepresent an affiliation with a government or elected official, or post someone else's personal information.
• You must not use Cicero for spam, commercial solicitation, or to manipulate signature counts (for example, with multiple accounts or automation).

Other users can report content. We may review, hide or remove content, and suspend or close accounts, that we reasonably believe breaks these terms.

VUsing the service fairly

Don't try to disrupt Cicero, access it in ways we don't offer (including scraping the app's private API), get around its security or rate limits, or access other people's accounts or data.

VIOur content and public records

The Cicero name, emblem, app and original content are ours. Legislative records remain subject to the terms of the governments that publish them. Nothing in these terms gives you rights in our name or emblem.

VIIChanges and availability

Cicero is under active development. Features may change, and the service may be interrupted or discontinued. We may update these terms; if a change is significant we'll tell you in the app or by email before it takes effect. Continuing to use Cicero after that means you accept the updated terms.

VIIIDisclaimers and liability

Cicero is provided “as is” and “as available”, without warranties of any kind, to the fullest extent permitted by law. To the fullest extent permitted by law, we are not liable for any indirect, incidental, special or consequential damages, or for decisions you make based on information in Cicero. Nothing in these terms limits rights you have under consumer protection laws that can't be waived.

IXGoverning law

These terms are governed by the laws of the Province of Ontario and the federal laws of Canada that apply there.
